IRS Caters To Illegal Immigrants

Illustrating a schizophrenic relationship between two major government agencies, a record number of illegal immigrants will file taxes with the Internal Revenue Service before next week’s deadline as they avoid a Homeland Security Department that supposedly strives to deport them.

The bizarre contradiction among two federal agencies sends mixed messages about the U.S. Government’s seriousness in enforcing its own laws, with one agency threatening to crack down on illegal aliens and the other actually accommodating the same violators.

About a decade ago the IRS created a special Individual Tax Identification Number (TIN) for “foreigners” who don’t qualify for a Social Security number but want to file taxes. The agency has so far issued 10.7 million TINs, including 1.5 million last year alone. Many illegal immigrants also use the numbers to apply for credit, open bank accounts and even buy houses.

The IRS knows well that millions of illegal immigrants use TINs to file taxes annually. In fact, a few years ago the tax agency discovered 7.9 million W-2 forms with names that didn’t match a Social Security number. Not surprisingly, the majority of the forms were filed in states with large illegal immigrant populations such as Texas, California and Florida.

This year tax preparers in several Border States are reporting a huge surge in the number of illegal aliens requiring tax filing services. One Phoenix Arizona company that caters to Hispanics is making a killing. The owner says that the majority of his 10,000 customers filing taxes are illegal immigrants without Social Security numbers.

In Atlanta one tax preparer has seen an equally large increase in illegal immigrants filing taxes to document residency and good morale character in case U.S. lawmakers approve an amnesty bill. In Los Angeles a once-struggling tiny tax preparation office in the inner city is now booming with illegal immigrants racing to beat next week’s filing deadline.

Illegal aliens across the country are openly speaking to the media about their newfound tax filings. Diggers Realm writes that illegal immigrants have learned that, since the IRS doesn’t cooperate with law enforcement and the Department of Homeland Security, they have little to fear.

 

 

 

All of the numbers from the Census Bureau are politicized - none of them can be trusted.

If The Gov't thinks it advantageous to underestimate the illegal population, then it will underestimate the illegal population

By contrast, one of the more interesting attempts to quantify the illegal presence is to count the number of duplicate FICA payments to the SSA [I believe that among the popular commentators, Neil Boortz is the one who has really been hammering home the importance of this approach].

The numbers I've heard are something like 9M duplicate payments on identical social security numbers, which would indicate AT LEAST 9M illegals in the "legitimate" economy.

I googled a little, and found this Judicial Watch article, which quotes 10M TIN's issued, and almost 8M known bad W2's:

Then the interesting question becomes: What percentage of illegals work in the legitimate economy, and what percentage work in the underground, cash-only economy [which makes no payments to the SSA - recall the failed Zoe Baird nomination].

Finally you ask yourself: Okay, what percentage of "illegals" are minor children? [And we'll throw their anchor babies into the pot, the legality of illegal anchor baby-ism still being largely undetermined at this point]. And that, in turn, begs the question: What percentage of adult illegals "work" in the first place? Surely some of them must stay at home to watch the kids - they can't all be in state-subsidized day care, can they?

Anyway, depending upon your assumptions, you could come up with all sorts of figures.

For instance:

1) Assume 9M adult illegals in the "legitimate" economy.

2) Assume 50% of adult illegals work the legitimate economy, and the other 50% either work the underground/cash-only economy, or else stay at home with the kids.

3) Assume a 1-1 ratio between adult illegals and their minor children.

Then that gets you to

(2 X [9M + 9M]) = 36 Million illegal aliens

which probably isn't that far off the actual number.

A very informative thread on FR estimated between 35 and 65 million actual illegal aliens are within our borders. If this dreadful immigration bill passes, they can each bring in entire families, and they have large families!

We must keep up the calls to Washington in protest of this terrible bill.

They've been saying for years it's 12 million...as if nobody crossed since 2001. My guess is 35-40 million.

And we're STILL at 95.5% employment. Amazing.

Probably true in 90% of cases. Though some illegals want a legitimate tax history to point to for legalization purposes. Though if this bill passes they won’t need to be goody two shoes any more

"In 1996 the Internal Revenue Service created the Individual Tax Identification Number (ITIN) to enable it to collect taxes from non-resident foreign investors who earned taxable income in the United States, but who were not legal permanent residents or citizens, and thus did not qualify for a Social Security number. In an apparent attempt to increase tax revenue through increased tax compliance, the agency decided also to allow illegal immigrants to obtain ITINs, and has actively promoted their use in cooperation with immigrant advocacy groups. Although the agency maintains the numbers are to be used only for the purpose of filing an income tax return, other entities, including some state motor vehicle agencies, banks, and mortgage lenders, began accepting the ITIN in lieu of customary forms of identification, for the explicit purpose of providing services to illegal aliens, who often lack conventional identification.

"Since 1996 the IRS has issued more than 7.3 million ITINs, of which only two to three million have ever been used on a tax return. A number of experts, including the Treasury Department’s internal auditors, have raised concerns over the years about the ITIN, suggesting that the liberal ITIN issuance policy may be increasing the potential for fraud, enabling illegal immigrants to receive benefits to which they are not entitled, and creating law enforcement problems.

"The IRS has resisted pressure to cease issuing ITINs to illegal aliens, arguing that its top priority is to encourage tax compliance. This may be a result, but the practice apparently has not increased tax revenue, and so is of questionable value – in fact the IRS has issued more in tax refunds and credits than it has collected in taxes from illegal aliens.

"The Treasury Department’s auditors studied the use of ITINs in the tax year 2001.22 About 530,000 Form 1040s were filed that year by aliens not authorized to work and using ITINs. The total tax liability of these returns was $184 million, after deductions and credits on total taxes due of $495 million. More than half of the returns reported no tax liability, and $522 million in tax refunds were claimed on these returns. Typically, most of the tax collection from illegal aliens (and all taxpayers) occurs as a result of withholding by employers, not in voluntary tax filings. As one Arizona tax preparer put it, when ITIN-bearing tax filers learn that their bottom line will not be a refund, "they walk."

"More than half of the ITIN returns included W-2 forms listing someone else’s Social Security number, and one in four of the individuals failed to report other wages and compensation for which they should have paid taxes.

When we are rid of all the illegal aliens the employment will stll be 95.5%, as you say. 20 plus million aliens...we’re building and growing food and jailing, etc to accomodate them!

You are talking the equivalent of 17 states population dumped in a short time on our infrastructure, but that doesn’t seem to phase you.

Please look at what giving amnesty to as many as 20,000,000 illegal alien foreign nationals actually represents. More than the population of 16 states and DC!

According to the 2000 census, 18,785,867 is the total populations combined of Wyoming, Dist. of Columbia, Vermont, Alaska, North Dakota, South Dakota, Delaware, Montana, Rhode Island, Hawaii, New Hampshire, Maine, Idaho, Nebraska, West Virginia, New Mexico and Nevada.

THINK about that.

Basically what we’re talking about is building infrastructure on demand for the population of at LEAST 17 STATES!

You know all those jobs everyone keeps saying only aliens will do? We wouldn’t need to supply the JOBS if we didn’t have the ALIENS! It’s them we’re building schools, houses, clinics, Mosques, MEXICAN consulates on and on for. And there is about enough of them working agriculture to produce some of the food they eat.

Any one who says 20 plus million people is not a drain on your resources is hopelessly corrupt! But it won’t be only 20 million, it will result in 80 million if other amnesties show us anything.

I believe the economy would suffer without the cirulation of the illegal aliens' disposable income.

Small businesses are the backbone of our economy and that's not just a cliche. My goodness...Montgomery County Maryland....one of the most affluent ...percapita, would turn into that HBO town Deadwood. God forbid.

Even the people employed in the examples you cited above would lose their jobs and their homes...if the illegal disappeared.

Wouldn't they?

JMO, but I think the biggest thing they're trying to get by us is the real number of aliens we have here. I think that's the hurry for the big push for this amnesty. Because if the American public actually finds out how many there are, and what that number actually represents they will just come undone.

12 million, what a joke, they've been using that for 4 years. Bears-Sterns estimate of 20 million was 2 years ago.

Mexico admits to 550,000 MEXICANS coming in last year alone. Add to that the 2.5 million legal entries we allow per year with the various visas, asylums, etc.

Many of the California illegals were not counted in the last census, and it was estimated then at 8 million.
