IRS Caters To Illegal Immigrants

Illustrating a schizophrenic relationship between two major government agencies, a record number of illegal immigrants will file taxes with the Internal Revenue Service before next week’s deadline as they avoid a Homeland Security Department that supposedly strives to deport them.

The bizarre contradiction among two federal agencies sends mixed messages about the U.S. Government’s seriousness in enforcing its own laws, with one agency threatening to crack down on illegal aliens and the other actually accommodating the same violators.

About a decade ago the IRS created a special Individual Tax Identification Number (TIN) for “foreigners” who don’t qualify for a Social Security number but want to file taxes. The agency has so far issued 10.7 million TINs, including 1.5 million last year alone. Many illegal immigrants also use the numbers to apply for credit, open bank accounts and even buy houses.

The IRS knows well that millions of illegal immigrants use TINs to file taxes annually. In fact, a few years ago the tax agency discovered 7.9 million W-2 forms with names that didn’t match a Social Security number. Not surprisingly, the majority of the forms were filed in states with large illegal immigrant populations such as Texas, California and Florida.

This year tax preparers in several Border States are reporting a huge surge in the number of illegal aliens requiring tax filing services. One Phoenix Arizona company that caters to Hispanics is making a killing. The owner says that the majority of his 10,000 customers filing taxes are illegal immigrants without Social Security numbers.

In Atlanta one tax preparer has seen an equally large increase in illegal immigrants filing taxes to document residency and good morale character in case U.S. lawmakers approve an amnesty bill. In Los Angeles a once-struggling tiny tax preparation office in the inner city is now booming with illegal immigrants racing to beat next week’s filing deadline.

Illegal aliens across the country are openly speaking to the media about their newfound tax filings. Diggers Realm writes that illegal immigrants have learned that, since the IRS doesn’t cooperate with law enforcement and the Department of Homeland Security, they have little to fear.

 

 

 

All of the numbers from the Census Bureau are politicized - none of them can be trusted.

If The Gov't thinks it advantageous to underestimate the illegal population, then it will underestimate the illegal population

By contrast, one of the more interesting attempts to quantify the illegal presence is to count the number of duplicate FICA payments to the SSA [I believe that among the popular commentators, Neil Boortz is the one who has really been hammering home the importance of this approach].

The numbers I've heard are something like 9M duplicate payments on identical social security numbers, which would indicate AT LEAST 9M illegals in the "legitimate" economy.

I googled a little, and found this Judicial Watch article, which quotes 10M TIN's issued, and almost 8M known bad W2's:

Then the interesting question becomes: What percentage of illegals work in the legitimate economy, and what percentage work in the underground, cash-only economy [which makes no payments to the SSA - recall the failed Zoe Baird nomination].

Finally you ask yourself: Okay, what percentage of "illegals" are minor children? [And we'll throw their anchor babies into the pot, the legality of illegal anchor baby-ism still being largely undetermined at this point]. And that, in turn, begs the question: What percentage of adult illegals "work" in the first place? Surely some of them must stay at home to watch the kids - they can't all be in state-subsidized day care, can they?

Anyway, depending upon your assumptions, you could come up with all sorts of figures.

For instance:

1) Assume 9M adult illegals in the "legitimate" economy.

2) Assume 50% of adult illegals work the legitimate economy, and the other 50% either work the underground/cash-only economy, or else stay at home with the kids.

3) Assume a 1-1 ratio between adult illegals and their minor children.

Then that gets you to

(2 X [9M + 9M]) = 36 Million illegal aliens

which probably isn't that far off the actual number.

they are lying to us. They know where they are, they just don’t have the need to get them deported.

I’ve been saying for the last couple of years the number is more like 30 million. I’ve read articles that say there are ghost towns and towns in Mexico with only very old and very young left. Their population has vacated and come up here to make a living. Siphoning off the US currency. Of course at taxpayers cost.

Travis, it is wild statements like this that more than likely were the cause of your shunning here. I too, once thought the government estimate was a trifle on the light side. However, I checked with Karl Rove who informs me that the government estimate of the number of illegal future Repoublicans in the country is quite accurate. After all, he pointed out, it is a government estimate and patriotic Americans would do well to accept it.

It turns out, that after going to the same optometrist Karl, W, and Chertoff use, I was seeing double. Maybe even triple. Try ordering new bifocals, and make sure you get the Mexican filter.

And do be a good boy in future.

AP July 8, 2006 -- A woman was sentenced to three to six years in prison for helping run an identity-fraud ring that supplied fake driver's licenses, Social Security cards and resident-alien IDs to thousands of people. Maricruz Chavez, 31, of Queens, pleaded guilty last month to attempted enterprise corruption. She was sentenced on Thursday to three to six years in prison and made to forfeit $7,560. Queens prosecutors said Chavez admitted to running the ring. The investigation has led to 17 other convictions. More than 5,000 forged government-ID documents were seized, including 700 driver's licenses from 11 states, prosecutors said.

Some Immigrants Are Offering Social Security Numbers for Rent

Gerardo Luviano is looking for somebody to rent his Social Security number. Mr. Luviano, 39, obtained legal residence in the United States almost 20 years ago. But these days, back in Mexico, teaching beekeeping at the local high school in this hot, dusty town in the southwestern part of the country, Mr. Luviano is not using his Social Security number.

So he is looking for an illegal immigrant in the United States to use it for him - providing a little cash along the way. "I've almost managed to contact somebody to lend my number to," Mr. Luviano said. "My brother in California has a friend who has crops and has people that need one."

Mr. Luviano's pending transaction is merely a blip in a shadowy yet vibrant underground market. Virtually undetected by American authorities, operating below the radar in immigrant communities from coast to coast, a secondary trade in identities has emerged straddling both sides of the Mexico-United States border. The number of people participating in the illegal deals is impossible to determine accurately.

But it is clearly significant, flourishing despite efforts to combat identity fraud."There are people who live in Mexico who take $4,000 or $5,000 in unemployment in the off season," said Jorge Eguiluz, a labor contractor working in the fields around Stockton, Calif. "They just lend the number during the season." The deals also generate cash in other ways. Most identity lending happens within an extended family, or among immigrants from the same hometown. But it is still a hard-nosed transaction. Illegal immigrant workers usually earn so little they are owed an income tax refund at the end of the year. The illegal immigrant "working the number" will usually pay the real owner by sharing the tax refund.

Since legal American residents can lose their green cards if they stay outside the country too long, for those who have returned to Mexico it is useful to have somebody working under their identity north of the border. Illegal immigrant workers usually earn so little they are owed an income tax refund at the end of the year. "Sometimes the one who is working doesn't mind giving all the refund, he just wants to work," said Fernando Rosales, who runs a shop preparing income taxes in the immigrant-rich enclave of Huntington Park, Calif. "But others don't, and sometimes they fight over it. We see that all the time. It's the talk of the place during income tax time."

The income tax "refund" is almost certainly generated by Earned Income Tax Credit (EITC) fraud, which as a "legal resident" the number renter would qualify to receive, especially if they have have or claim children. The EITC is a "refundable tax credit, which means the IRS will pay it out even if no taxes have been withheld or paid in. So the IRS gives filers who claim the EITC "refunds," even if they have had no taxes withheld. These number renters can claim up to $4,400 for the 2005 tax year in EITC "refunds," most of the number renters probably claim this maximum refund.

IRS will go after me and you with a vengeance yet allows Mexicans fraudulent use of tax payer IDs and SS numbers for earned income tax credit claims. AMAZING!!! GRRRRRRR.......

Absolutely not!

My soft spot regarding the illegal immigrant has strict barometers.

I'd like to see the illegals that have successfully run the gauntlet at the border...obtain gainful employment...are parties to real estate leases...and have not broken any additional crimes other than sneaking into our wonderful country...have children/dependents enrolled in schools...be given a fast trac toward citizenship.

All this AFTER we secure our borders.

To allow single individuals to pass on all these benefites to parents and children back home seems illogical. In that case, only work visas should be administered...

Did I say AFTER we secure our borders?
