Not cutting existing programs isn't exactly what Hillary is talking about in that article. She's talking about the redistribution of wealth by taking more from the productive to give to the unproductive to reach total social equality.
I don't think you can even begin to compare that to the idea that a Republican my not cut some social programs.
On the other hand, Bush did expand Medicare to include a drug benefit—an increase in redistributionism, albeit with some market forces in play, IIRC. Who’s to say the next Republican president won’t be similarly opportunistic. Mitt Romney, for example, helped to impose a statewide health insurance regime in Massachusetts.
