Moose4 had some good comments. If the current administration isn’t credible on border security, split up border security from an immigration policy.

I agree. I’ve been sayin that for a while.

1 Border security.

2.Guest worker program (not inked to amnesty or a pathway to citizenship). If you overstay your work visa by 30 days you face immediate repatriation to your country of origin and will not be granted another work visa for a period of five years.

3. Fix the legal emigration problems leading to a back log.
Have a point system based system that benefits the US

4. Create new status for illegals already here.

a. they have 60 days to report and register, after the 60 days if they will not register they will be repatriated to their country of origin.

b. New Status will allow them to get at the END of the legal emigration line and apply for new type of visa. This visa will allow them legal residency for 5 years. No voting rights. Visa will be reviewed every 5 years. Any felonies commited by holder of this new visa will result in immediate repatriation to their country of origin. No government assistance will be paid to them until they have worked in the US for a minimum of 15 years. Limited assistance there after for catastrophic ocurrences only.

THAT will be their “amnesty”

Take it or leave it (and if you chose not to register you’ll be immediately repaitriated to your country of origin.

Carrot and stick approach.

Wow, thanks for the view into how remittance shops work.

I can’t see how money transfers can be stopped or even controlled effectively.

In addition to remittance shops, there are just too many ways to get money, which for law abiding people is a good thing, but dealing with money that hasn’t been taxed and gets to foreign recipients is a tough one to stop.

As I’d said before, an illegal could open an account with a major bank. Bank of America has been open about issuing credit cards to illegals, it would be a shocker if they didn’t allow savings/checking accounts too. I don’t get the comfort level that BOA is the only major bank doing this, but normal practice is to require a W-9 or W-8 certification, although I don’t think that an account is closed if one isn’t received.

Like other major banks, BOA has relationships with other banks that would accept withdrawals from ATMs. Unless the account holder contested it, the transaction would have to process and I can’t see a way to stop it.

That isn't my point. My point is, the fence was promises and not delivered.
Now, a new set of promises are made to us.
Why should I believe the government will keep these new promises when they haven't kept the last ones?

Hence my stand on no new legislation.

I can agree if something was promised and wasn’t delivered. As you noted, I am skeptical of government being capable of delivering anything of a large scale. The only thing that the federal government does well is to run the Dept of Defense.

Moose4 gave a really good answer which was a carrot and stick. If the current administration is committed to an immigration bill, then split it out from enforcement; that is prove that the current laws are being enforced and if verifiable progress is made, then a bill considering other changes would be up for some discussion.

Funny isn't it - America can deliver enough fire power to destroy several countries anywhere in the world within a few weeks, but she can't build a fence and enforce her boarder.

Illegal immigration didn’t balloon to what it was until Welfare was expanded in the 60s. Do we admit that welfare is a failure and that it backfired?

If the benefits are available to US citizens, someone’s going to give them to illegals, which is frustrating. Former MA governor M. Stanley Dukakis had a formal policy of issuing social security numbers to illegal aliens and I’d read a while back that in the state of Maine, state officials work to break the rules to issue IDs and benefits to illegals as well.

You can bet this is a better bill than HilaryCare an her 60 member Senate is going to pass.

I have no problem w/people fighting the bill, it is just the nasty tactics and namecalling they are using. They are dirtier to the President than they are do the Rats.

Absolutely. We should have done it long ago.

I would have to say that your Dukakis example amplifies the need for enforcement. Which begs the question, "What do we do with the Dukakis's in our society?

bray, this isn’t helpful either.

There may be a way to work through this issue and if you check what Moose4 wrote, it may be a viable idea to parse the enforcement from changes to immigration and demand verifiable improvement.

In terms of what’s available during this administration, it’s limited as we don’t know if Senator Kennedy wants to make more concessions to bring the topic up again during this session.

However, if presented as a dependency, perhaps the Bush Administration would be open to taking up the enforcement more vigorously even if another administration would have input to immigration policy changes.

We don’t know what 2009 will bring and it’s a risk. But we don’t get to do it over.

You’re surely right about that! You’re a breath of fresh air. I read on a thread last night earlier, one of the flame-throwers wondering if all of the “Bushbots” were gone off FR yet! That might not be an exact quote, but I was so mad, I couldn’t even remember what the person said exactly.

But it seems that the agenda of many of them is to drive off any and all people that still like and support our President and many of our other Republicans just because of that stupid immigration situation. Maybe it’s not stupid in itself, and not all of the people concerned about it aren’t stuped per se. No, it is the behavior of a lot of them that are bashing him/them endlessly!

Thanks. It’s happening on both sides. I think it’s important to have a rigorous discussion of the issues. It’s understandable that people will get emotional — it’s a mess and getting worse it seems.

CIRRUS is ubiquitous at ATMs all around the globe, including virtually all American banks. Theoretically if you deposit to an account in Chicago, your friend or relative in Jakarta can withdraw cash from any CIRRUS machine using the ATM card for that account.

The only hitches are that (a) many regional banks in the U.S. don’t allow automatic ATM withdrawls from overseas, you’ll probably have to call them to insist they enable overseas use, and (b) even multinationals like Citibank will flag your account if they observe abberant use, but you can inform their security department to ignore “X” type of transaction.

In any case, the banks keep a fairly close eye on international transactions including ATM use abroad.

Regional banks will be more likely to prohibit that kind of activity yes. The challenge is that the larger banks choose to acquire smaller ones to “grow” their business, and the list is becoming smaller and smaller.

Some financial institutions do keep a close eye.
