Part of a four-storey building has collapsed just 100 yards from New Scotland Yard in central London.
The emergency services were called to Dean Farrar Street in Westminster at about 1600 BST on Tuesday.
A BBC reporter at the scene said the whole top floor of the building had been blown away and eyewitnesses say they heard an explosion.
Two urban search and rescue vehicles have been sent to the scene to search for possible casualties.
London Ambulance said there were reports of one casualty at the building which was said to be undergoing renovation.
Eyewitness Barshan Ganwari said he heard a "huge noise" or "a blast" and saw "people running away" from the scene.
Renovations and fires go together. The Cutty Sark went up in flames a few weeks ago.
Fumes exploded, ignited by roof-nesting pigeons droppings.
They probably did that too.

Often, the guy who is careless with the welding torch is killed, especially in an explosion like this.
Pedestrians on the sidewalk may also have taken a substantial hits.

I suspect that when somebody comes out with their home video we’ll see a strange blur that somebdy will slow down and definitively ID as a rocket.
There’s no way what is clearly an upside down sofa can do that much damage to a van. The initials on the van, blocked by the police tape, appear to be WTC.
