Looks like the GAO thinks that keeping track of folks using the
10 (or more?)
withholding allowances on their W-4s to zero out their Federal (and state?)
withholding is just a waste of time.

Exactly, and if the requirement is 10 to investigate, they will claim 9. I’m not just saying illegals, I’m saying any dishonest person.
I know lots of states require copies of the W-4 if a certain amount of exemptions is taken (varies by state) but what they do with the information is questionable.
