The Republican Congress under Gingrich made welfare reform happen. Clinton just went along with it once it became inevetable, after first resisting it.

What welfare reform, they just call it by different names but the money is spent regardless ,like department of childrens and families.It never ends folks ,dont kid yourself.We have to keep those government beauracrats employed with all the infrastructure ,buildings ,computers ,cars and dont forget those benefits so the poor can get 10 cents on the dollar

Perhaps you forgot, but Clinton was brought "kicking and screaming" to welfare reform, he was totally against it until Dick Morris told him that position was a political loser.
