A 15% “transfer fee” on the total amount of the nmoney being wired for all Western Union (whomever) money wires etc., that could not show legal residence. Maybe that would be one good way to help things along?

I would go further, any person trying to transfer funds out of the United States should be required to show proof of citizenship or US nationality. Foreign nationals should be required to show a green card, if a resident alien, or a valid passport and visa, if applicable. Normally the only foreign nationals who do not have a green card, or a visa are tourists that are here for less than a month. No documents, no transfer.
