SACRAMENTO - California's secretary of state is considering decertifying an "essential" new part of Los Angeles County's voting system because a vendor missed a deadline to provide key information about it. Decertification would be a blow to the county, leaving it struggling to comply with federal regulations for the state's first February presidential primary.
Secretary of State Debra Bowen said the action comes as her office reviews voting systems statewide, and the vendor repeatedly refused to provide the source code for software used in Los Angeles County's InkaVote Plus system. Bowen spokeswoman Nicole Winger said decertification "is in the range of options," but she also said Bowen is committed to ensuring Los Angeles can conduct a proper election next year.
"We will work with Los Angeles to make sure they have a system that can be used in elections," Winger said.
But county Registrar-Recorder Conny McCormack said the InkaVote Plus system, made by Omaha-based Election Systems & Software Inc., is essential to the county's ability to conduct an election that meets federal requirements...

I have been a poll worker, poll manager and now serve as a roving trouble shooter on election day. We use ES&S voting machines (not the Inka Vote Plus, but another model named the Voteomatic).
Due to the way these machines are manufactured and the way the votes are recorded, while we have had the occasional machine malfunction, mostly with the touch screen, we’ve never lost a vote.
Probably will be forced to buy Diebold. No problems with that.

I used to write software for jail control systems. We had one contract that specified we provide a copy of the source code. I used a disassembler to generate raw assembly code from the executable and dumped it to a printer. We delivered a 3+ foot high stack of paper to satisfy that portion of the contract...never heard a word about it.
