The reason for the HIV transmission is not dirty needles, it is the use of intravenous drugs. Facilitating that use is hardly an efficient use of resources it the battle against this disease. A far better use of those funds would be in law enforcement against mafia and gang involvement in selling drugs, or in abstinence methodology drug treatment programs.
Needle exchange programs are liberal moonbat dreams. Like most liberal ideas, they pick a problem, and propose a solution that will make them richer and in power over people that will at the same time make the problem worse.

In Virginia, the standard is... that a patient has to be on the verge of harming himself or someone else before the courts can act. What can the federal government do to bring needed change to reduce the chances of another Virginia Tech?
The obvious leading of this premise is to lower legal standards so that people will loose their freedom as mentally ill without due process for an entire range of things that are not crimes, but perceived wrong thought. Imagine a world where the State can call you mentally ill when you are "NOT a danger to yourself or others" This is best exemplified in Communist China during the Pol Pot days. Millions were killed or "re educated" for not being good little Communists. "Why people would have to be nuts to want to be democratic in the face of the mentally superior Communist ideals."
While a liberal dream for dominance over all people who do not fit the politically correct patterns they demand, one must wonder, were any of the children even under observation as mentally ill before they went on their killing sprees? How much would we have to lower the standards of freedom from State Mental control institutions to "hospitalize" all the children with ADD?! Just who are going to build the Twenty Million bed mental institutions to incarcerate all the children suffering from an over exposure to sugar? Or adults suffering from an over exposure to Rush Limbaugh?
As a counter point, let us examine that the sudden removal of Ritalin and other psychoactive drugs prescribed by Psychologists for ADD is known to cause suicidal depression and rage, and the fact that 90% of the school shooting killers were on these very prescribed drugs for ADD, the logical way to protect ourselves from school shootings is to remove the influence of Psychologists, not increase them.
