First of all, we can't be sure that the opposition is "real" or just "vocal"--as in carefully spun. We know that Bush doesn't want to build this thing.
Maybe they want a lot of noise, or are even engineering a lot of noise, to try to kill the project.

Good point. I think you answered the question. If they built it where people really want it, and would praise it, then it wouldn't be so easy to kill the whole idea completely.

My vote is for ‘vocal’. Unless you are (a) a landowner right on the Rio Grande, or (b) have an axe to grind on the issue, it should be no big deal. As for the argument about links with mexico, etc., real shoppers and tourists come over via *roads*, not sneaking across untracked property.
