Yes, but Bush is at the helm now, and has absolutely no excuses after 9-11.Yep, he is, and I don't see anything wrong with continuing the pressure for him (and Congress) to take proper steps to solve the problem. At the same time, we shouldn't act like Bush created the problem. (And it's not like he's breaking any campaign promise to seal the borders.)
