The man has almost single-handedly destroyed the Republican party and should be removed as President and Commander-in-Chief. BTW, I had forgotten this little bon mot and failed to respond to it. Sorry to be harsh, but it is nothing less than moronic to advocate impeaching a President in a time of war.
You're painting yourself into a corner. Using your rationale there would, in all probability, never again be an impeachment of a president. The "War on Terror" is no different that the "War on Poverty" (1964) or the "War on Drugs" (as early as 1880). None are really wars, but instead efforts to suppress certain actions. Labeling supression of hostile actions as a "War on Terror" is nothing more than a political gimmick.
Did you know we also have an ongoing "War Against Obesity"? Don't be fooled by the government's use of the term "war". It's worth billions of dollars to the politicians.
