In a fire, is one supposed to take the stairs because the elevator could stop running, or because the fire might travel up the elevator shaft?

They had a story about it on KNEW radio during the break. My goodness. I used to live in Illinois. I had forgotten what it’s like to live with the tornado warnings/watches!
