Isn't Pike a blue county?

Nope.

Pike County supported George W. Bush in the last election. According to unofficial vote totals for 2004, Bush received 6,385 votes and Kerry received 5,865 votes.

In the November 2000 race, the outcome in Pike County was quite close. Countywide, 5,333 people voted for Bush and 4,923 voted for Gore. Nader received 176 votes.

Traffic fines are so abused as to be a medieval toll on bridges. All over this country traffic enforcement is abused to raise revenue by local governments. When I lived in Texas in the late 90’s is was recognized as a huge problem. Along I-10 in West Texas there were small 1 horse towns (less that 50 people total) that had mayors and judges with 6 figure salaries, all supported by fines. Texas made a stab at fixing the problem by enacting a law that all traffic fines go directly into a state fund, not the locality in which they were issue, to remove the conflict of interest.
