Of course, in the U.S. regulators can seize banks that don't meet liquidity requirements. In the early 70's Franklin National Bank became insolvent because it lost a pile in currency speculation. It closed as Franklin National Bank on Friday and opened as European-American Bank on Monday. Regulators had sold it to a German Bank over the weekend.
