Ocean thermal energy conversion was first proposed in the 1800s and the first commercial plant was built in 1930.

I don’t think that’s what the guy had in mind, but certainly one could use a heat pipe operating between the ocean depths and the surface to power the pumps to do what he is proposing. Not sure wave motion will be sufficient to do what he is proposing.
