Shut down the terrorist websites and forums and stop the terrorist propaganda, the spreading of terrorist materials and the recruiting of new terrorists. The intelligence value in these terrorist forums and websites is very little compared to the extreme damage that they are doing on an hourly basis.

All those intelligence community buzz words are appealing at first glance but they are meaningless in this case and totally shallow. The real terrorists hide their IP very well plus to catch a terrorist on the internet it will take months if not year to do if it is ever achieved and in the meanwhile thousands of other people have been recruited on a terrorist forums and taught how to conduct terrorist act and go for Jihad.
As I said before, there is much more damage done in these terrorist forums than any intelligence value that some in the intelligence community willike to pad their own shoulders over it.

For far too long we have been overly enamored with SIGINT, and “the usual suspects” have been steadily eroding our HUMINT capabilities. We paid for that dearly, as we found out on 9/11, and in Iraq - which even the smidgen of the Saddam documents, that you have helped translate, has shown.

There is an effort by the jihadis to jack up the level of noise: the chatter on terrorist forums, and the new websites. For every genuine Al-Qaida terrorist on the Internet, there are at least 100 chattering wannabes.
In the past few months we've seen some Albanian Muslims getting captured at Fort Dix, NJ and some Jamaicans who couldn't even afford shoes getting captured in Florida. These are the wannabes. As Dancho Danchev says, the real terrorists "are putting more efforts into educating the average jihadist on how to generate noise, so that the real conversation can continue with wannabe jihadists getting caught, and the true master minds remaining safe."
The increased amount of generated noise creates a lot more leads and suspicious-sounding chatter that our intel people have to investigate. Nevertheless an online forum is a place where a casual, occasional visitor can be turned into a regular talker, and then into a doer.
