Yes, true, but this is something totally new and different (which I am VERY glad to see):
The French move from Dushanbe has been widely construed here and in NATO as a sign France and its new president, Nicolas Sarkozy, is taking a greater interest in the war in Afghanistan, and in improving relations with the United States and its closest allies.
