The Emergency Medical Treatment and Labor Act (EMTALA) mandates free ER treatment and free obstetric care, and the Center for Medicare Services (CMS, formerly HCFA) forbids charging others to make up for the free care.

Now, the government is stupid, and easily fooled, so overbilling to make up for the legally-required free ER and obstetric care is prevalent - but the Feds are getting better at detecting it, as you can see from all their claims of "fraud".

So, hospitals are on a glide path to extinction, at least if they a) have an ER, b) deliver babies, and c) don't cheat.

The illegals are hastening the process where there are a lot of them, but the hospitals would eventually fail anywhere, even if all the illegals went home tomorrow.
