He can’t do the action until elected, so words are what he has for now. That’s part of evaluating a candidate, listen to what he or she says. Even more so, look at their voting record. To paraphrase a well-known proverb, “where a politician’s agenda is, there will his vote be also.”

I just finished reading the proposals. They all are the proposals that many of us out here in "fly over country" have been pressing for for years, even decades.
If Fred were to offer some specifics in these areas as to how he would accomplish this work dealing with the entrenched bureaucrats in D.C. who will work against these 24/7, he'd certainly gain lots of voters, including independents and dimocRATS.
