In many professions, it simply means that someone wanted him gone, and after looking for faults they finally nailed him on something that everyone does occasionally.
But I don’t know the nature of submarines. Perhaps he was a bad commander.

The was a pretty easy call by the Navy on a very serious matter. Even though HAMPTON is a high-profile command, the same would have happened to any CO on any boat.

My son was a submariner. He says a month of gaffing logs is not occasional. ...it simply means that someone wanted him gone... does not apply here. That is not the way things are done in The Navy.

The Hampton, a Los Angeles Class submarine assigned to Submarine Squadron Eleven, is the most advanced nuclear attack submarine in the world
No disrespect for the Hampton and its crew but my guess is that the crews of the Seawolf and Virginia-class boats would have a slight disagreement with that statement.
