Good question. Maybe it means Neighborhood Watch members? My neighborhood has a Homeowners' Association board, but they don't have anything to do with law enforcement.
As I understand “Neighborhood Leader”, it is an unpaid, self-appointivve position that one promotes oneself to, after successfully working as “Block Busy-Body” for a number of years.
As long as the consent is freely given, without duress or trickery. E.g., "Hi Mrs Thug, we're the Police. You don't mind if we search your son's room, do you?". "Hello, thug mom, we need your signature on this perpetual consent form before we'll be interested in letting your son out on bail"
