A bill passes into law when the President signs it. Hell the President can even issue executive orders without the congress at all. What Fred should do when he gets elected is issue an executive order banning all the filthy dirty running-dog capitalist money out of politics and we can just have the government fund elections itself. That should keep durn greedy rich folk from stealing elections like Bush done in Florida.

A bill passes into law even if the President doesn’t sign it. For instance, if Congress is not adjourned, and the President fails to either sign or veto a bill sent to him by the end of the 10-day period, it becomes law without his signature.

An Executive order is not passing a law. It is, in fact, a LAWFUL ORDER!

CONGRESS PASSES LAWS!!!
