His stance on economic policy, notably taxation. Rudy is closer to Reagan on economic-tax policy than any other GOP candidate. He knows how an economy works. I really don't know what the cliche "he knows how an economy works" means, but if you are referring to his tax policy, it was nowhere near Reagan's as mayor of New York. He argued against letting the 12.5% income tax surcharge lapse, for fear that the city would lose $550 million in revenue. Don't trust a man who favors legalizing the murder of full term fetuses, in tax policy or anything else.

As mayor of New York City, Rudy Giuliani's approach to tax reform was to make every attempt to shift the burden of paying the city's tax bill from the city itself to the state and Federal governments. (This is why he endorsed Democrat Mario Cuomo in the 1994 New York governor's race, BTW.)
If this means "he knows how an economy works," then so be it. As far as I'm concerned, it means he's nothing more than a manipulative fraud.
Ironically, his track record on taxes from my standpoint is abysmal, because -- if you can believe this -- he adamantly opposed every tax reduction that would have affected me directly (the commuter tax and commercial rent tax in particular).
