I’m thinking there must be more to the story.
My worst glitch was after I was on a one year TDA to Annapolis while TDY to Fort Meade. I drew partial pays for that year. When I returned to my home unit I was hauled in to hear my Article 31 rights - for defrauding the government The next morning the finance officer apologized and handed me a check for the couple grand back pay the government owed me.

Unacceptable is right, but I smell a Rat shill in finance that set this up to undermine Bush. It’s too convenient, it will turn out to be a “mistake”, and demand letters were sent to the wrong vets, but the mistake was deliberate, to embarrass Bush.

No mental type disabilities should be allowed, only bona-fide REAL injuries." Mental illness (if so diagnosed by a physician) IS a real disability, just as wounds and other physical diseases are. Sorry, but you are mistaken on this. John Kerry, as I understand it, used a loophole to leave Vietnam (3 Purple Hearts and bye-bye). It looks as if he either put himself in for the awards or used minor, self-inflicted wounds to justify them. A soldier that develops a psychosis in Iraq is not comparable to Kerry's alleged fakery, and I resent the comparison.

The military requires that you fulfill the service requirements for the bonus responsibly. If you are injured by your own off duty negligence and cannot fulfill your contract (say you get drunk off duty and crash your car, lose your legs...) you don't get the bonus. It's a provision that is not supposed to be applied to legit battle casualties, but you can see why it's in the contract.
A Rat ringer in finance mails a demand letter to a group of injured personnel whose records don't make it perfectly clear they sustained legit battle injuries, and falls back on the "unavoidable clerical error" excuse. Anyway, they're civil service and can't be fired even if it can be proved they are Rat leftists.
This occurs because Bush never cleaned the government of these Rat traitors in place, when he was first elected, probably the largest "misunderestimation" of modern American politics.
Just a couple of examples:
Tom DeLay (honest) is driven from office, William Jefferson (dishonest) remains in Congress unprosecuted.
Joe Wilson commits espionage, and delivers disinformation to CIA, unprosecuted, Scooter Libby can't remember accurately when he talked to whom, and is convicted for not remembering he didn't commit a crime.
Dan Rather produces forged and false Texas Air National Guard documents, and remains unprosecuted, While the Swift Boat Vets and Minutemen are relentlessly hounded.
All because a Rat fifth column was not cleaned from government.

a human being!) and/or a low-level goof-up...
...it's the sort of grief an American warrior does NOT need to
deal with after losing part of his/her body in service of the USA.
Nothing less than some public reprimand and/or FIRING of the
folks involved in actively causing OR passively letting this happen
shall suffice.

This keeps happening, and I’m sick and tired of hearing excuses as to why it is everyone’s fault but the guys at the very top.
If it had stopped after the first incidence, it would have been one thing. But it hasn’t, and the blame shifting continues.
Disgusting.
