I read through that too (and watched the video). I'm still not clear. I did notice that they don't wear standard Army Uniforms. On their ACU left breast is says "California: rather than "US Army." The collar brass on their class As says "CA" rather than "US" also.

It is a side issue, but this guy is not “Brigadier General, US Army, Retired.” He is a retired US Army Colonel.

But there’s more. According to Col. Bill Campenni (USAF, ret), one of President Bush’s squadron mates in the Texas Air National Guard, there is no such thing as the California National Reserve of which Kerr claimed to be a former member.

Campenni told HUMAN EVENTS that Kerr is not even a retired Army General.

“He retired as a California Army National Guard colonel,” said Campenni. “It is common at Guard retirement ceremonies to give an honorary promotion to colonels to the STATE rank of Brigadier General…[but] it has no meaning other than a fancy certificate for the wall and use of the title at local Guard functions.”

Campenni said the rank of general is not federally recognized and the title can not be used or the rank worn outside the state.

I’ll give my observations of officers who retired under ROPA ( Reserve Officer Personnel Act ). I’ve mostly seen it effect Majors ( 04s ), Lieutenant Colonels ( 05s ), and Colonels ( O6s ). When they retired, they would step up to the next rank. More than the title, this gave them higher retirement pay. If called back to active duty, they would revert to their former rank. In the 60s and 70s this used to be automatic. For example if an LTC 05 retired, he would become an 06.

I’ve only seen it happen to Army and Air Force officers but I guess it also included Naval and Marine Officers. I don’t think this part of the program exists anymore but may still have been in force when this guy retired. So technically his title of General can be accurate.
