Mr Ahmadinejad sees the results of the review as a "declaration of victory" for Iran's nuclear program. Iran's press has broadly welcomed a US intelligence report suggesting Tehran is not actively pursuing a nuclear weapons programme, although some papers caution against seeing this as a victory over the US.
Israeli press comment notes the differences in US and Israeli perceptions of Iran. The Russian media saw the report as a vindication of Moscow's policy of engagement with Iran, and the Chinese media thought it was an embarrassment for President Bush.

Where would I get copies of past NIE reports? How often do these reports come out?

I would say the entire American MSM is in lock step in their “Bush Lied” reporting.

They come out when the analysis fits the Democrats agenda. You can’t get a copy, it’s classified. You can only get a short summary which may or may not reflect what the actual report says.
In 2003, the NIE said Iraq was building the bomb.
In 2005, the NIE said Iran was building the bomb.
After Iran has set up over 3000 centrifuges and tested their long range nuclear capable missile, the NIE says they aren’t trying to build a bomb. The UN IAEA a few weeks ago said they had no idea what Iran was up to, since Iran wouldn’t let them see.
Now that’s a record to be proud of.
