I don't think that means what you think it means. I remember Reagan's answers to questions of this sort, and they seemed not much different than what Fred was saying, or how he said it.
What's with this obsession to try to compare Fred to Reagan, anyway? Fred is his own man, and has his own ideas. Some may be similar to Reagan's, but they are the ideas he's had for many years, so he certainly didn't come up with them to try to mimic Reagan.
