How many more programs designed to "help" black residents is it going to take before you realize that it is precisely those programs that are driving up the cost of living there.

Programs don't administer themselves, it takes a bureaucracy. Beauracracies take people. It takes money to hire people. It takes taxes to bring in the money to hire those people. It takes businesses to bring in revenues.

It takes higher prices for businesses to offset the taxes it takes to hire those people. The higher the prices, the fewer things people can afford.

The fewer things people can afford, the less they can buy. The less they buy, the lower the revenues those taxes bring in.

You starting to see a pattern develop here, Rev. Brown?

More programs is not the solution. Fewer programs is.

LOL. The words “Marshall Plan” and “Czar” should be banned from the vocabulary of every statist leftist who wants to multiply govt. programs ad nauseum. Mr. Brown, if you want to figure out why there is “black flight” from the sometimes lovely city of San Francisco, you maybe just ought to look at (1) depraved leftists who run the place with inane policies, and (2) depraved “social” policies driven by gay-bi-lesbian-transgender fanatics who alienate all but the far left; (3) insane housing and zoning policies that make the city unafforable for all but the poor (on govt programs) and the rich; oh, and maybe just take a look at the tax burdens and economic burdens imposed by the city on so many.
