Russia lets US to spend zillions of money for F-22 fleet then come up with the counter measure which renders them off.

Israel does not need F-22 to defeat this system. From the article

The S-300 anti-aircraft missile defense system is capable of shooting down aircraft, cruise missiles and ballistic missile warheads at ranges of over 90 miles and at altitudes of about 90,000 feet. Russian military officials boast that its capabilities outstrip the US Patriot missile system.

Earlier this year, Russia delivered 29 Tor-M1 to Iran under a $700 million contract signed in December 2005.

Just 29 missiles for $700M? That's $24M each. All Israel has to do is to put together and launch 29 cheap Air Launched Cruise Missiles at the sites, with the launching planes operating from just out of SAM range, and force the Iranians to use up their missiles against ALCMs that are much cheaper than the Tor missiles

If a single missile caused 24 million a piece-it would be the most expensive SAM system around!!You could get a retired F-16 for that price.

The TOR-M1 consists of launch vehicle with 8 ready to fire missiles.So the 29 systems most likely refer to 29 launchers.The cost that you have quoted is most likely to include the costs of the vehicles,spares,maintainance facilities & training.
