What the heck is a “fully-loaded” machine gun? Is that different than one-half loaded or one-quarter loaded?

A “fully loaded Machine gun” is the 1910 Maxim with pimp 22 inch rims and and air freshener hanging from the water jacket...

Some machine guns can be half-loaded and possibly some machine gunners could be fully loaded.
