Brilliant! If you wanna catch somebody, you don’t announce that you’re installing cameras! You put ‘em up as quickly, and as quietly as possible, and catch the jerks. Sheesh! “City officials” are completely brain-dead!

If you wanna catch somebody, you don’t announce that you’re installing cameras! OTOH, if you aren't interested in catching someone, but want to hope for a deterrent effect, you announce it.
