This Comprehensive Annual Financial Report has been prepared in conformance with Generally Accepted Accounting Principles (GAAP) for governments as promulgated by the Governmental Accounting Standards Board (GASB). It is presented in three sections. The Introductory section includes this transmittal letter with narrative commentary on matters of interest to the reader, the States organizational chart, and a listing of principal officials. The Financial section includes the independent auditors report, managements discussion and analysis (MD&A), basic financial statements, notes to the financial statements, required supplementary information (RSI), and combining financial statements. The Statistical section includes selected financial, economic, demographic and operating data for the State on a multi-year basis.
The State of Arkansas Division of Legislative Audit performed the audit for the fiscal year ended June 30, 2006. Auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States, were used by the auditors in conducting the engagement. The auditors report on the basic financial statements is included in the financial section of this report.

Alot of the increase was from welfare, primarily Medicaid and Food Stamps. Then education, general government. Road spending was flat despite the claim that Huck used the money for roads.
Of the $4 bil increase in spending over those 10 years, over half was HHS and general govt expenditures. Education and roads were only about a quarter of the increase.
I wonder how much of the increase in welfare was due to the influx of illegal immigrants, and the reason why he was so upset that the legislature tried to pass a Prop 200 type law that required ID to get welfare.
This was happening in states all over the country. It coincided with federal welfare reform and unfunded mandates -- states had to pick up the bill for the "social safety net."
Illinois and Wisconsin, where I live were HUGE REPUBLICAN BUDGET BLOW-UPS compared to Arkansas -- even with GOP control in the legislatures.
Huckleberry is a liberal do-gooder who uses other people’s money the tax payers money.
The more I read about Huckster, the more I believe that he is not much different than a democrat. Isn’t this a RINO? Why would we be trying to elect one?
Yes, but Huck said spending increases were due to roads and education. If they were due to welfare why didn’t he just say so?
Huck is doing what politicians do, spinning while saying he is a straight shorter. He is really slick, people believe him.
