Ok, here is Lansberry’s account, again, from the article: “Lansberry and her daughter were in front of Merola in the drive-through lane that afternoon. After getting their double cheeseburgers, they pulled into a nearby parking space to eat...Lansberry, 60, said she heard someone behind her laying on the horn, then looked back to see Parco at Merola’s window...”
Correct me if I’m wrong, but if you are parked in a lot and hear someone laying on the horn, turn around to see what’s going on and see a cop standing at someone’s window, chances are the horn honking came from another customer, not Parco. Did he leap out of his car and appear at her door in a split second?
Nobody but Lansberry ties any honking to Parco, and she never saw him do it; her account puts him at the grandma’s window at the point she hears it and turns to look.
If in fact he did commit felonious honking, I must paraphrase Johnny C: “If the horn got sounded, the cop gets grounded”.

She was charged with blocking a drive thru? No. So what does that have to do with whether she committed a crime or not.

She was charged with disorderly conduct. Evidently she because very pissed off when the cop started giving her a hard time for being illegally parked. She was not illegally parked and the cop did not have cause to question her at that time.
I don’t understand your second sentenance as it contradicts your first one.
Either way, being a jack--- to anyone, let alone a LEO is never a good idea. I guess she just learned the lesson a little later than most, but I'm glad she learned that being old and a woman does't exempt one from acting properly.
