They've been doing that for a long time. I guess you want them to collect DNA from jaywalkers and litterbugs, too. Per the article they currently collect from CONVICTED FELONS. The article you cited indicates that the Gov. has presented a *proposal* to expand that. Check out the list...no jaywalkers or litterbugs.
