I knew there was an innocent explanation.
The article is explaining that with the new technology for turning skin cells into stem cells, scientists will be able to take a woman's skin cells and turn them into male XX sperm, which can then be used to artificially inseminate a "regular" ovum.
Likewise, scientists will be able to take a man's skin cells and turn them into eggs. Then another man's sperm could fertilize those eggs, and two men could have their own child.
The article is not predicting a man-less society, nor that people will stop having children "in the usual way." It is simply predicting that in some individual cases, soon two women or two men will be able to have their own genetic child.
What’s really weird about this is that conceivably you could have your own child if you are a woman.
Take your own “female sperm” and impregnate yourself.
To quote Maggie in Treehouse of Horror V: “This is indeed a disturbing universe”.

It does seem pretty unlikely. I suspect that other technologies will render it moot before it truly becomes an issue.
Neither the original New Scientist article nor the Daily Mail article imply that it would.
What they are saying is that in individual cases, two men or two women will soon be able to have a genetic child.
