Propane can both burn and in the right conditions it can also detonate. The bags of C4 type explosives provide enough shock wave to detonate the propane. The propane can then shreds providing shrapnel. The bags of explosives are full of nuts and bolts too.

If you have enough plastic or other high speed explosive, adding propane is a very cost effective way to increase the lethality of satchel charges vs just adding more bags of expensive military explosives. More blood for the buck...

Though I am supprised at the frugality, as the Palestinian Islamic Jihad is getting donated to it 7 Billion dollars this year, vs Israel's 3 Billion.
