Are you asking why the U.S. doesn’t look into their offshore accounts?

If you are:

(1) The accounts and investments are not going to be in their names.

(2) There has to be proof of illegalities before an offshore bank gives up any information. It all depends on that country’s laws. Banking laws vary from country to country.

It’s simple: She borrowed it from Bill. Bill can’t give money to her directly because of the campaign finance limits. He could have “loaned” it, I think, but if for some reason she could not repay it, she’d be in deep do-do when he forgave the debt. Also, there is the problem that the authorities might have determined that the “loan” was really a fraud, and it wasn’t really a loan. So she did her best to insulate herself from those arguments by borrowing it from Bill, and then loaning it to the campaign herself.
