What is the problem? You have a donor that wants to sell and you have a buyer that needs it.

If this could be done in the USA my brother would be alive today. He needed a liver transplant. When the doctors agreed to take half of mine he succumbed to a fatal infection after the operation. It took almost a year for the transplant team to agree to take part of mine. If it could have been done earlier or if he could have paid the family of a deceased individual for a liver he would be alive.

These insane policies are killing people!!!!!!!!!!!!

I guess Larry Niven got it wrong, sorta.

He posited that organleggers/organjackers would be rampart in North America first, then that type of organized crime would spread worldwide.

At first, we read about it in SciFi stories, then rumor or uban legend - now it appears to be fact.

Given that there are more billionaires outside of the USA than in, I suppose it should be no surprise.
