Good article but it does not mention that Saddam was a U.S. Ally during the days of Jimmy Carter.

What do you have that supports that? Iran was the U.S. ally in the region until Jimmy Carter dumped the Shah.

Saddam sought to have Iraq play a leading role in the Middle East. Iraq signed an aid pact with the Soviet Union in 1972, and arms were sent along with several thousand advisers. However, the 1978 crackdown on Iraqi Communists [10] and a shift of trade toward the West strained Iraqi relations with the Soviet Union; Iraq then took on a more Western orientation until the Persian Gulf War in 1991.

While Wikipedia does not out right say it, the Carter Administration warmed to Saddam in 1978.
