“Congential” is the wrong word. It means that she was that way at birth, and effectively excuses her behavior. “Pathological” is a better adjective in this case.

Both Bill and Hillary lie, however, Bill can do it so convincingly that you believe him even if you know he is lying. Hillary just doesn't have Bill's gift and like Pinocchio gets caught in her lies.
