Conservatives know that Sen. Barack Obama has recently introduced the Global Poverty Act, which some commentators have said would bankrupt America by giving an additional 0.7 percent of GDP to Third World governments.

That may well be true.

But as in the War on Poverty, we are not debating with people who have any grasp of numbers or even reality. We are dealing with the left, whose goal is to suppress debate over wealth distribution, suggesting that anyone who opposes it is a Nazi.

So forget about whether the bill will break our bank and lead Americans into poverty. They aren't listening. Neither are many "conservatives," many of whose pastors have told them that government-enforced socialist wealth sharing (without calling it that) is Christian.

So it is futile to debate from the standpoint of harming the taxpayer. Neither the far left nor the "Christian" right will hear you.

Instead, the debate over this bill must include a component that was lacking in the debate over the War on Poverty, namely, to address the consequences to the recipients themselves.

That and the Millenium Act that Obamao has introduced that would sign us up for everything from Kyoto to Small Arms Treaties..

Not even Mad John has went that far, and it is still early, Obamao has even more time to effect “Change”.

If that argument isn't going to work, for sure this isn't going to work either...

Now, in retrospect we know that welfare destroyed our inner cities, particularly black society, in many ways, chief of which was the monetary rewarding of irresponsible mothers who had children not out of a desire for stable families, but because child rearing was personally profitable to them, provided it was fatherless.

Regardless of whether or not the argument is true, this approach will just infuriate the left with hefty doses of "moral indignation" and the usual charges of racism.

On September 25, 2007, the US House of Representatives passed the Global Poverty Act (HR 1302) that basically commits the U.S. to spending a minimum of 0.7 percent of its gross national product on foreign aid to developing countries. The bill was passed by a voice vote with no discussion of the effect this legislation will have on our sovereignty or the potential costs to the American taxpayers. Attempts are currently being made to push Senator Barack Obama’s version of the “Global Poverty Act” (S.2433) through the Senate’s Foreign Relations Committee, although no hearings have been scheduled. If the Global Poverty Act is passed by both houses and signed by the President, American Sovereignty would suffer another blow by making US foreign aid spending subservient to the dictates and whims of corrupt United Nations bureaucrats.

The Global Poverty Act would require the President “to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.”

While the goals of the Global Poverty Act sound laudable, the adoption of the UN supported plan will mandate the U.S. to pay 0.7 percent of its GNP in increased foreign aid spending that would add $65 billion a year to what the U.S. already spends. Over a 13-year period, from 2002 to the target year of 2015, when the U.S. is expected to meet the “Millennium Development Goals,” this will amount to $845 billion.

America is the most generous country in the world in terms of how much it spends on foreign aid, not to mention the billions of dollars donated by individual Americans through private non-profit aid organizations. Let us continue to give the people of developing countries the aid they need, but don’t give the corrupt United Nations any legal rights to tell us to whom and how much we should give.

Most of the poverty in the third world is created by corrupt governments that are oftentimes aided by corrupt UN bureaucrats. Much of the money we donate never gets to people we are supposed to be helping because of this corruption. Giving any control of our foreign aid funds to the corrupt United Nations will surely enhance, rather than reduce corruption. It will aggravate the current poverty levels, rather than reduce or eliminate them.

Americans should also be aware of another stated United Nations Millennium Development Goal that if implemented, will mandate the elimination of trading in small arms. The real goal of this particular mandate is to advance a worldwide gun control movement that ultimately will supersede the laws of all nations, including our own Second Amendment, which means nothing to the globalists at the United Nations.

Americans should not discount the growing power of international law, whether through changes in the United Nations charter and UN mandates, the World Trade Organization, Global Poverty Acts, Law of the Sea Treaty or the NAFTA and CAFTA treaties which are direct assaults on America’s sovereignty. American citizens must understand that the forces behind the new world order movement and the expansion of the United Nations powers are hostile toward our Constitution and America’s sovereignty.

The bill requires the President: “acting through the Secretary of State, and in consultation with the heads of other appropriate departments and agencies of the United States Government, international organizations, international financial institutions, the governments of developing and developed countries, United States and international nongovernmental organizations, civil society organizations, and other appropriate entities, shall develop and implement a comprehensive strategy to further... the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal.”

“In 2000 the United Nations established a “Millennium Development Goal” (referred to in the Global Poverty Act) having among its provisions: a “currency transfer tax,” (a tax imposed on companies and individuals who must exchange dollars for foreign currency); a “tax on the rental value of land and natural resources”; “royalty on worldwide fossil energy projection — oil, natural gas, coal”; “fees for the commercial use of the oceans and fees for airplane use of the skies”, fees for use of the electromagnetic spectrum”, “fees on foreign exchange transactions”, and a “tax on the carbon content of fuels”.”

That’ll go over well in the heartland.

Obama simply wants to continue the Global Welfare programs of Bush-Clinton-Bush.

Lots of graft to be skimmed from giving other people's money away by the gazillions.

In the WSJ a while back there was an article about food aid to countries in Africa. Even if it is distributed to people who need it and not dictator thugs in charge, there is a cost to the farmers in the country trying to make a living. As one black farmer was quoted in the WSJ, “You can’t compete with free.”

This legislation was introduced in December. Smith and Congressman Spencer Bachus (R-AL) sponsored the House version of the bill (H.R. 1302), which passed the House last September.

"With billions of people living on just dollars a day around the world, global poverty remains one of the greatest challenges and tragedies the international community faces," said Senator Obama. "It must be a priority of American foreign policy to commit to eliminating extreme poverty and ensuring every child has food, shelter, and clean drinking water. As we strive to rebuild America's standing in the world, this important bill will demonstrate our promise and commitment to those in the developing world. Our commitment to the global economy must extend beyond trade agreements that are more about increasing corporate profits than about helping workers and small farmers everywhere. I commend Chairman Biden and Ranking Member Lugar for supporting this bill and moving it forward quickly."

"Poverty, hunger, and disease will be among the most serious challenges confronting the world in the 21st century," Senator Hagel said. "This legislation provides the President of the United States the framework and resources to help implement a comprehensive policy to reduce global poverty. It is the human condition that has always driven the great events of history. This is a responsibility of all citizens of the world."

"Global poverty directly impacts our national security. We must rally private sector and government resources to eliminate extreme global poverty and to fight global disease." said Senator Cantwell. "With more than 1.1 billion men, women and children throughout the world living on less than $1 a day, it is of the utmost importance to make sure these people get the help they need and push for sustainable economic growth. We need to do more to save lives in the poorest countries and extend our hand to people in need."

"Global poverty is one of the greatest moral and security challenges facing the world today. Nearly 2.7 billion people live on less than $2 a day and close to a billion live on less than $1 a day. This bill represents a major advance in our effort to address global poverty. After introducing this measure in the House for the past several years, I am pleased to see the Senate Foreign Relations Committee take significant steps toward its final passage," Congressman Smith said.

For years, America has committed to improving the lives of the world's poorest people. In 2000, the U.S. joined more than 180 countries at the United Nations Millennium Summit and vowed to reduce global poverty by 2015. We are halfway towards this deadline, and it is time the United States makes it a priority of our foreign policy to meet this goal and help those who are struggling day to day.

The legislation is supported by a broad range of groups, including Bread for the World, the United States Conference of Catholic Bishops, CARE, Oxfam America, Habitat for Humanity International, National Wildlife Federation, Sierra Club, United Church of Christ, Christian Church (Disciples of Christ), the Borgen Project, United Methodist General Board of Church and Society, RESULTS, Micah Challenge USA, and the Evangelical Lutheran Church in America.
