Sowell is a pretty smart guy. I'm surprised he is missing the point here.

We, the voters, have only one means of punishing elected officials who do not do the the job we think they should be doing --unelecting them.

If the Republicans, such as George HW Bush lie to us, or the Republican-controlled Congress goes crazy with spending, then the only thing we can do to make our voices heard, as voters, is to vote the bastards out of office.

That the political parties refuse to listen to us is not our problem. It is theirs. They can choose to listen to us and get re-elected or they can choose to ignore is and get voted out of office. There is no middle ground.
