Amber Alert my @$$. This is a non-custodial parent seizing custody, not a stranger abduction. When the Amber Alert system was set up they swore up, down, sideways, and all round Robin Hood’s barn that it would NOT be used for this.

Sounds like a Father traveling with his son. What do you suppose is the story behind this one? Father's 'visitation' violated a few too many times by a 'sole physical custody' mother who 'divorced' without grounds? Sadly common when two fit parents aren't treated equally by the malpractice of family courts.

Statutory Shared parenting/'equal physical custody guidelines' is a crucial part of the Pro-Family movement.

Assuming this fellow is a fit parent, it's Tragic what people feel forced to do in desperation.
