European Union lawmakers agreed to cap airline emissions blamed for climate change as of 2012, EU officials said, ending an internal deadlock over draft legislation that the U.S. opposes and may cost the industry billions of dollars.

The accord by European Parliament and government negotiators adds EU and foreign airlines in January 2012 to Europe's emissions-trading system, which imposes carbon-dioxide quotas on businesses and requires those exceeding their limits to buy permits from companies that emit less. The plan covers flights to and from the 27-nation EU's airports, said three officials, who spoke on condition of anonymity because national governments had yet to be informed of the agreement.

The negotiators also decided the quotas should cover 97 percent of historical emissions in 2012 and 95 percent from 2013, and 15 percent of allowances on which the caps are based should be auctioned instead of allocated for free to raise the cost of polluting, the officials said. The reference period for past emissions is 2004-2006.

The agreement to impose EU emission caps on the transport industry for the first time still needs the support of the full 785-seat Parliament and national governments. These steps are normally a formality.

I disagree. It is brilliant!

The EU wants to kill off competition from the US so that Lufthansa, AirFrance (and perhaps BA if they agree) will get the US passengers. They know our airline industty is on the ropes and the EU is more than happy to revert to government ownership of the airlines.

I would say the whole world has gone mad, but those at the highest levels in the GloBULL circles understand that carbon dioxide is really a result of a Solar warming cycle, and this is just a vehicle to implement world wide socialism.
