WASHINGTON - John McCain, angling to win a bigger share of the fast-growing Latino vote, is taking the risky step of placing an immigration overhaul at the center of his appeal.
The presumed Republican presidential nominee, who trails Barack Obama among Latinos, had been focused on assuring conservatives that securing the U.S. border with Mexico would be his immigration priority. But McCain has adopted a message that gives equal weight to helping employers and immigrant workers and their families. That suggests that as president he would back the kind of legislation that has roiled many in his party -- most notably, a legalization plan for undocumented workers. McCain's approach was on display Tuesday when he told the League of United Latin American Citizens gathering here that he would deal "practically and humanely with those who came here, as my distant ancestors did, to build a better, safer life for their families."
And in a new series of advertisements in Spanish and English and a five-minute video, McCain talks about his long ties to Latinos and says immigrants' needs are "as important" as helping businesses and securing the border.
"We will solve it with legislation that's practical and fair," McCain says of immigration in the video, according to a script obtained by The Times. "We will abide by the law in every way. We will secure our borders first and ask border-state governors to certify that the border is secure.
"Then we will address the burden U.S. employers are enduring by creating a temporary-worker program, so employers can hire and people can have jobs. And as important, we will be sensitive to the immigrant workers and their families who are doing the work that must be done," he adds.
McCain steers clear of directly calling for a pathway to citizenship.

Deport. NOW.
Legal Latinos are not happy with the flood of illegals any more than the rest of citizens.
There is a difference between legal immigration and illegal immigration...a difference that Juan just doesn't appear to get.

This is our Republican candidate who we did not choose.
McCain won the Republican nomination fair and square under the rules that the Republican party established in each state.
“practically and humanely with those who came here”
Humanely is the new buzzword for mass legalization.
What percentage? All? Sixty percent? Thirty? Or, like I believe, about 15 percent are not happy with illegals.
Every hispanic I talked to at work is all for legalizing those illegals where I worked.
Did you call it fair and square when the media called the race for Gore at 6 pm Eastern in 2000?
I don't think he'll go quietly. McCain will probably have to be bound and dragged to some other Country where he could better represent it's citizens. He sure as heck doesn't want to represent the interests of U.S. citizens.
The media didn’t count the votes though did they? At no time was Bush behind in the vote talley for the Presidency in 2000.
You vote for him then, because I won’t. Any conservative who votes for him should know up front that McCain will sell us out in a heartbeat. In fact, he already has, and he isn’t even elected yet. I can understand a McCain vote in order to stop Obama, but I simply can’t vote for the man. Perhaps I could vote for a really good, conservative VP, but McCain has absolutely no credibility, has done nothing conservative to earn my vote, and does not deserve my support. The VP pick is his last chance to redeem himself a bit, as that sets up the heir apparent. In other words, we risk up to 16 years of RINOism if McCain picks a RINO VP. Perhaps it’s better to take a punch to the face now (with Obama) then to slow walk the same path to the left.
AMNESTY. AGAIN. It appears that littlie Juan is about as dumb as a river rock. Absolutely no concept of the will of the people, so on and so forth.
by creating a temporary-worker program,
no such thing as "temporary" It will be a visa or combination of visa and renewal of visa that will total five years. Five years is the amount of time, no matter what the reason, a legal foreign national must be in-country to be eligible to apply for citizenship.
McCain is scheduled to address another large Latino group, the National Council of La Raza
And he will be tap dancing as fast as he can go.
We need a president who isn't going to walk away from something as important as comprehensive reform when it becomes politically unpopular."
Really Juan? I believe that is know as "FROM THE CONSENT OF THE GOVERNED." I see the concept has passed over your pin head. We need a President that will respond to LEGAL AMERICAN CITIZENS, NOT CRIMINAL ILLEGAL ALIEN LAWBREAKERS.
Although McCain continues to talk of securing the borders first, he does not rule out a legalization program.
Real American Citizens continue to talk of ruling out McCain as President.
After a recent closed-door meeting with Latino leaders in Chicago, one anti-illegal-immigration activist in attendance accused the Arizona senator of making different promises to different groups, and argued that strict border enforcement was unworkable if existing undocumented workers were given a path to citizenship.
Absolutely correct and Juan will sputter and hem-haw... and lie... his way around that truth.
And that is about all I need to to vote for every republican on the ballot EXCEPT MCCAIN.
That little piece of lying traitorous trash can twist in the wind.
We’ve had a lot of close USSC decisions this year. Some not in our favor. You have the right of course to vote someone other than McCain.
I know the kind of judges McCain would appoint vs. Obama.
Huh? Remember the western states? Where it was thought Bush would do better but didn't because they called the race early.
As a former CA voter that happens every national election. What’s your point?
Oh, and I didn't help set the rules, either.
“I never got a chance to vote in the primaries.”
Why not?
“Oh, and I didn’t help set the rules, either.”
Are you a registered Republican? Did you lobby your state RNC?
