Look on the positive side. All the homeless will be moved out of the downtown area. They will take up residence in those vacant suburban houses.

“Smart Growth,” “sustainability” and redistribution of wealth through collectivism is being implemented under AB 32 and the Governor’s Global Climate Change initiative. (See California Association of Counties page http://www.csac.counties.org/default.asp?id=1824)
Initially, transportation funding will be redirected to communities and counties that have complied with smart growth planning.

Climate Change will reach deep into all areas of land use to turn our system toward collectivism in resource management. A recent California Water Plan update http://www.waterplan.water.ca.gov/docs/enews/2008/cwp_e-news071608.pdf further develops the new concept of “stakeholder watershed management” through the concept of “Social Learning” to align local water and land use to statewide goals. Is the "California Water Plan" the same thing that Arnie is spamming?

I just got this email from him today:

Several hundred angry state workers rallied on the west steps of the Capitol today to protest Gov. Arnold Schwarzenegger's plans to temporarily slash the pay of most of them to $6.55 an hour because of the state's continuing budget mess.

Waving pennants and placards with the slogan "Value Us," the crowd listened to speeches by union leaders and several Democratic legislators.

The term "stakeholder," when used in conjunction with most any "CONsensus" process, is to be interpreted as "claimjumper!" The biggest "claimjumper" in CA today is... government!!! (which is to be interpreted as "management")

The California Water Plan is updated every 5 years by law.

Here is an alert I sent out to some folks referencing some of the disturbing articles linked by the state...

The California Water plan publishes a periodic update http://www.waterplan.water.ca.gov/enews/index.cfm They have been working on an implementation of a watershed model where land, water and other resource use planning would be done on a watershed basis - crossing jurisdictional lines.

In the July 16 Water Plan update bulletin, they referenced some articles. If you look at the articles, they reference the European Water Framework Directive and models of “sustainability.” Linked articles discuss studies on “social learning” and “governance” : The Growing Importance of Social Learning in Water Resources Management and Sustainability Science http://www.ecologyandsociety.org/vol13/iss1/art24/ and Sustainability Learning in Natural Resource Use and Management

According to the article, new “governance” models will replace the system of elected representative government with its constitutional and statutory delegations of authority. Public policy will be developed and implemented in a collaborative process by “stakeholders” - government bodies, companies, interest groups, non-government organizations and individuals, (European HarmoniCOP -Harmonizing Collaborative Planning.) http://www.harmonicop.uos.de/

A “governance” structure appears to be exactly what is proposed to be created for the Klamath River system in the proposed Klamath Restoration Agreement (dam settlement agreement.)

Of course, in America, our elected governments are constrained in the exercise of their “police powers’ of regulation to protecting the general public health and safety from substantial injury. The Supreme Court in Eubank v. City of Richmond, 226 U.S. 137 (1912), ruled that community committees controlling, disposing of or establishing standards governing the property rights of others did not constitute the reasonable exercise of the police powers for a legitimate public purpose. It appears the new governance bodies will have no such constraints. It appears their purpose is to get around the limitations in order to reallocate wealth by undermining private property rights.
