Talking heads have to talk for 24 hours, and even the smartest head in the world is going to say stupid things if they keep talking long enough.

I think I understand him. What Wolf is saying is that there isn't as much damage as there would have been had it been a bigger earthquake instead of a smaller earthquake, which causes less damage than a bigger earthquake because it's smaller, or at least the damage is smaller instead of bigger, which is sort of like the earthquakes themselves. In other words, if it had been a really big earthquake we'd have known it because there would have been more damage than there was, because it wasn't a bigger earthquake, it was a smaller one causing less damage than a bigger one. Which would have caused more damage.

No you have it wrong Bill. I am sure Blitzer meant that there is going to be some damage but not nearly as significant as a
significant earthquake would have caused, but less than a more significant earthquake could cause, even though this earthquake was more significant than other less significant earthquakes.
