I thought this was dropped some time ago.
While most off-shore tax “havens” have been now literally forced into tax agreements with the US, there is still considerable resistance to providing the US government blanket financial information. Tax fraud investigation still requires individual requests for information to be provided from a specific banking institution in most off-shore localities. This bill is obviously an attempt to do an end run on this requirement as almost all banks, off-shore or otherwise are affiliated with one of the major credit card companies, i.e. VISA, MasterCard, AmEx, etc..In this nefarious manner the US Government can indirectly obtain the information it requires by passing laws that affect these companies thereby giving them access to information in methods seen to be circumventing the tax agreements entered into with these independent countries. Suffice it to say I'd be very surprised if the major credit card companies didn't flag-out their businesses and leave the U.S. en masse.
Off-shore is far from unsafe for American's as yet. There are several countries that have a stable enough economy as to not be bullied by the U.S. into tax treaties with threats of dropped funding and support. Also with astute planning off-shore activities need not be construed as illegal or in anyway pertaining to tax avoidance. Where people need to be careful is in how they repatriate the funds.
